ARMM-Regional Project Monitoring and Evaluation System (RPMES) Database


The ARMM-RPMES Database system is used for the systematic monitoring and generation of reports of various programs and projects in the region. It features geo-tagged projects with 3D imagery locations.

Objective

The ARMM-RPMES Database aims to automate the data management of monitored programs and projects in the region.

System Analysis and Design

In the past, data management is being done using individual reports submitted by different agencies via fax and emails, or even through mail. These reports are consolidated at the regional level using the usual spreadsheet software or word processors (i.e. MS Excel, MS Word).However, the following issues and concerns were observed:

  • -Poor system design in collecting data;
  • -Missing or delayed report components;
  • -Delays in processing data, often as a result of inadequate processing facilities and staff shortages;
  • -Irregular project performance feedback; and
  • -No systematic storing/backup of reports.
  • Given these problems, the Regional Planning and Development Office (RPDO) through its Information Technology (IT) team developed an automated data management. It contains the following features:

    • 1.Updated status of a project - project status are updated by an authorized personnel of a division/unit in the RPDO to ensure that the system are working properly.
    • 2.List and status of programs and projects - the database contains the list of all programs and projects andthe project status whether they are pipeline, on-going, or completed.
    • 3.Geo-tag programs and projects - provides 3-Dimensional (3D) imagery location of the programs and projects by province/ city which can be viewed in the google earth.
    • 4.Project Details - each of the project monitored has its specific details in the database which the administrator and the client can both access. Project details are stored electronically in the database.
